Tonle Bassac is Phnom Penh at its most modern and international. The riverfront sangkat gathers NagaWorld, the flagship Aeon Mall and the high-rise development of Koh Pich (Diamond Island), with the bars and bistros of Bassac Lane tucked between the towers. International schools on Koh Pich and a heavy expat and diplomatic presence make it one of the city's most upscale enclaves. For investors, the draw is yield and amenity: gross yields of 6-8% when tenanted rank among Southeast Asia's highest, supported by a deep expat and diplomat rental pool. But the caveats are sharp here, foreigners can own only strata units above the ground floor, and as the city's most high-rise-dense district it is the most exposed to the oversupply that pushed citywide occupancy to about 58% and softened prices around 3.6%. It rewards investors who can secure quality tenants in a USD-denominated, amenity-rich location.
